 Annex 1.      ISO/IEC JTC 1 Special Working Group on Planning (SWG-P)

Strategic or Long Term Business Planning in JTC 1 has a long history. Already at the 13th Plenary in Rio de Janeiro (1999) a resolution was approved which “…requests its National Bodies and Subcommittees to provide contributions as early as possible during the next Plenary cycle regarding future strategic orientation for JTC 1. Topics may include any changes to working methods however radical or provocative.” At the next Plenary in Seoul (1999) ”a Special Group for Strategic Planning” was established to work on the contributions received.

In 2001 JTC 1 established a Special Group on JTC 1 Future to produce a Long-Term Business Plan for JTC 1. At the following Plenary in Sophia Antipolis the Special Group on JTC 1 Future presented a ‘Value Proposition’, a Long Term Business Plan and an accompanying Implementation Plan, which were to reviewed every year. These were unanimously approved. In addition a Technology Watch function was established to prepare a yearly status on the future evolution of ICT technology within the Scope of JTC 1 Terms of Reference, as well as information on organisations working on those technologies

After the 2006 Plenary in South Africa JTC 1 National Bodies, JTC 1  Subcommittees, Liaison Partners and recognised PAS Submitter were asked for input to review to review “the Standing, Effectiveness and Efficiency of JTC 1 as the Leading Standards Committee in the Field of Information Technology”

As the result of the discussion on the contributions received the 2007 JTC 1 Plenary Meeting in Brisbane (Australia) established the ISO/IEC JTC 1 Special Working Group on Planning (SWG-P).

Key items in the work of SWG-P are to

l   Assist the JTC 1 Chairman and Secretariat in developing/revising the JTC 1 Business Plan and Long Term Business Plan;

l   Identify relevant technology trends, to highlight challenges and opportunities for JTC 1,

l   Recommend actions for JTC 1 to successfully execute the business plans and to take up new technology areas.

SWG-P Highlights and milestones:

2007/2008:

l   Participation

◦       10 delegates from 6 National Bodies
(Canada, France, Germany, Japan, UK, USA) and two SC’s  (SC 7 and SC 37)

  • Main Recommendations to 2008 JTC 1 Plenary in Nara (Japan):

◦       Implement an ‘Environmental Scanning’ from 2009 onwards

▪       to identify new work for JTC 1 based on regular, structured input by SC’s, National Bodies and other sources highlighting trends (positive and negative) in technologies related to JTC 1

▪       Input will be analysed to make recommendations to investigate the potential of new work areas for JTC 1

▪       replaces Technolog Watch function and workshop from 2009.

◦       Integrate ‘Long Term Business Plan Implementation Plan’ into a restructured Long Term Business Plan (LTBP)

2008/2009:
