ISO/IEC JTC 1/SC 17 CARDS AND PERSONAL IDENTIFICATION – HISTORY RECORDINGS

Scope

The scope for ISO/IEC JTC 1/SC17 Cards and Personal identification is:

Standardization in the area of:

a) Identification and related documents
b) Cards and devices associated with their use in inter-industry applications and
International interchange

WG1 Physical Characteristics and Test Methods for ID-cards

Physical characteristics, embossing, magnetic stripe, and test methods for conformance and card durability

WG3 Machine Readable Travel Documents
To prepare a revised text for ISO/IEC 7501 – Identification cards – Machine readable passport; monitor the standards referenced; consider and define standards for machine readable travel documents and related machine readable cards; co-ordination of JTC 1 liaison with ICAO for maintenance of ICAO 9303, machine readable passports and related ICAO documents
WG4 Integrated Circuit Cards with Contacts
To define specifications related to the Integrated Circuits Card and programing interfaces within the area of SC17.
WG5 Issuer Identification Numbers (IINs)/Application Provider Identifiers (RIDs)
To serve as the RMG for ISO/IEC 7812 Parts 1 & 2 and ISO/IEC 7816-5. Responsible for maintenance of ISO/IEC 7812 Parts 1 & 2. Responsible for Registration of Application providers under ISO/IEC 7816-5. To liaise, when necessary with Working Group 4 on matters relating to ISO/IEC 7816-5.
WG7 Financial Transaction Cards
To maintain and revise where necessary, ISO/IEC 4909 and ISO/IEC 7813.
WG8 Contactless Integrated Circuit(s) cards
The scope of WG8 is to develop standards for the Contactless Integrated Circuit(s) Card which does not preclude the incorporation of other standard technologies on the card.
WG9 Optical Memory Cards
Enhanced OMC technologies enabling more data capacity, fast access and high reliability based on existing standard technologies or new technologies. Software or programming interface for accessing OMC data contents. (Host application program will be able to use this interface for easier implementation. Access method software of OMCs application program.) Physical assignment and /or logical assignment for OMC media use. Logical data structures in OMCs data (file structure etc).
WG10 Motor Vehicle Drivers License and Related Documents
Standardization in the field of Motor vehicle driver licenses.
WG11 Application of Biometrics to cards and personal identification
Interoperability for inter-industry and government applications using personal identification technologies, e.g. biometrics. Excludes generic biometrics as undertaken by SC37

1979
• SC 17 was realigned as ISO/TC 97/SC 17.

1980
• ISO/IEC 7501 – Identification cards – Machine readable passports Ed. 1, published in November.

1985
• ISO/IEC 7811-1 – Identification cards – Recording technique – Part 1: Embossing Ed.1, published in December.
• ISO/IEC 7811-2 – Identification cards – Recording technique – Part 2: Magnetic stripe low coercivity Ed.1, published in December.
• ISO/IEC 7812 – Identification cards – Identification of Issuers Ed.1, published in December.

1987
• ISO/IEC 7813 – Financial transaction cards Ed.2, published in May.
• ISO/IEC 7816-1 – Identification cards – Integrated circuit cards – Physical characteristics Ed.1, published in June. This standard now comprises of 15 parts.

1988
• SC 17 was realigned as ISO/IEC JTC 1/SC 17. The title of the committee was “Identification cards and credit cards” when formed.
• First plenary meeting held in Toronto, Canada.
• The title was changed to “Identification cards and related devices”.
• SC 17/WG 8 and the latter WGs were formed.

1989
• Plenary meeting held in Tokyo, Japan.

1990
• Plenary meeting held in Washington, USA.

1991
• Plenary meeting held in Cannes, France.

1992
• Plenary meeting held in Istanbul, Turkey.
• ISO/IEC 10536-1 – Identification cards – Contactless integrated circuit card(s) – Part 1: Physical characteristics, (Close-coupled cards) Ed.1, published in September. This standard now comprises of 3 parts.

1993
• Plenary meeting held in Stockholm, Sweden.
• ISO/IEC 10373 – Identification cards – Test Methods Ed.1 published in December.

1994
• Plenary meeting held in The Hague, The Netherlands.

• ISO/IEC 15693-1 – Identification cards – Contactless integrated circuit(s) cards – Vicinity cards – Part 1: Physical characteristics Ed 1, published in July. This standard now comprises 3 parts.

• Plenary meeting held in Sun City, South Africa.
• ISO/IEC 18013-1 – Information technology – Personal identification – ISO compliant driving licence – Part 1: Physical characteristics and basic data set Ed 1, was published in August. This standard now comprises 3 parts.

• Plenary meeting held in Paris, France.
• ISO/IEC 4909 – Financial transaction cards – Magnetic stripe data content for track 3, ed.3 published in June. Previous editions were published by ISO/TC68.

• Plenary meeting held in Berlin, Germany.
• ISO/IEC 20060 – Information technology – Open terminal architecture (OTA) specification – Virtual machine specification Ed. 1, was published in September.
• ISO/IEC 24727-1 – Identification cards – Integrated circuit cards – Programming interfaces – Part 1: Architecture Ed.1, was published in January. This standard now comprises 6 parts.
