ISO/IEC JTC 1 Special Working Group on Smart Grid

 

Establishment of the JTC 1 Special Working Group on Smart Grid – October 2009

The JTC 1 Special Working Group on Smart Grid was established at the October 2009 JTC 1 Plenary in Tel Aviv, Israel:

Resolution 25 ‐ Establishment of a Special Working Group on Smart Grid

 

JTC 1 recognizes the continuing and important evolution of Smart Grid technologies, and notes that many standards consortia are planning to develop Smart Grid standards (see document JTC 1 N 9686). JTC 1 believes that it has specific interest in this area on a continuing basis. Therefore, JTC 1 establishes a Special Working Group on Smart Grid (SWG‐Smart Grid).

 

The SWG will have the following Terms of Reference:

 

1)    Identify market requirements and standardization gaps for Smart Grid with particular attention to standards supporting the interoperability of Smart Grid technology and needed international standardization.

2)    Encourage JTC 1 SCs to address the need for ISO/IEC Smart Grid International Standards.

3)    Promote JTC 1 developed International Standards for Smart Grid and encourage them to be recognized and utilized by the industry and SDOs.

4)    Coordinate JTC 1 Smart Grid activities with IEC, ISO, ITU‐T and other SDOs that are developing standards for Smart Grid, especially the IEC SMB Strategic Group 3 on Smart Grid.

5)    Periodically report results and recommendations to JTC 1 SWG‐Planning and coordinate ongoing work with related plans.

6)    Provide a written report of activities and recommendations in advance of the 2010 JTC 1 Plenary meeting in Belfast.

 

Membership in the SWG‐Smart Grid is open to:

 

1)    JTC 1 National Bodies, JTC 1 Liaisons, and approved JTC 1 PAS Submitters

2)    JTC 1 SCs, relevant ISO and IEC TCs

3)    Members of ISO and IEC central offices

4)    Invited SDOs and consortia that are engaged in Smart Grid standardization, as approved by SWG Smart Grid

 

In addition, the Convenor may invite experts with specific expertise in the Smart Grid field.

 

JTC 1 appoints the US as Secretariat for the Special Working Group Smart Grid. The US will name a Convenor within the next 60 days.

 

JTC 1 instructs the JTC 1 Secretariat to issue a call for participants for the Special Working Group.

JTC 1 Special Working Group on Smart Grid Leadership

Mr. Ron Ambrosio (USA) has served as Convenor of the JTC 1 Special Working on Smart Grid from the group’s establishment in October 2010.

Ms. Jennifer Garner (USA) has served as the Secretary of the JTC 1 Special Working Group on Smart Grid since its formation.

The JTC 1 SWG on Smart Grid has received JTC 1 approval for the establishment of liaison relationships with the following organizations:

  • IEC SMB Strategic Group 3 – Smart Grid
  • ISO/TC 215/WG 7 – Health Informatics Devices
  • CEN/CENELEC/ETSI Smart Grid Coordination Group
  • CEN/CENELEC/ETSI Smart Meters Coordination Group
  • NIST Smart Grid Interoperability Panel
  • ITU-T Focus Group on Smart Grid

 

 

Formation Meeting – April 2010 – Teleconference

The first meeting of the JTC 1 SWG on Smart Grid was held by teleconference on 16 April 2010.  The following entities sent delegations:

National Bodies: Canada, France, Germany, Japan, Singapore, United Kingdom and United States

JTC 1 Subcommittees and Working Groups: SC 25 and SC 32

The SWG on Smart Grid terms of reference approved at the October 2010 JTC 1 Plenary were confirmed at the formation meeting.

 

JTC 1 Special Working Group on Smart Grid Highlights and Milestones

2009

  • October 2009:  Establishment of the JTC 1 Special Working Group on Smart Grid approved at the October 2009 JTC 1 Plenary in Tel Aviv, Israel by Resolution 25

2010

  • April 2010:  First meeting of the JTC 1 SWG on Smart Grid held by teleconference
    • Terms of reference confirmed
    • Agreed to use the IEC SMB SG 3 architectural framework (SG N 0006) as the starting point for the SWG’s identification of interface points and development of recommendations of appropriate bodies in JTC 1 to support the identified work.
    • Agreed that the group’s primary focus would be on standards supporting interoperability of Smart electric Grid technology and needed international standardization including automated gas and water metering systems and interfaces with home and building automation systems.
  • May 2010:  Second meeting of the JTC 1 SWG on Smart Grid held by teleconference
    • Modified agreement from first meeting to:  The JTC 1 SWG on Smart Grid participants agreed that the group’s primary focus would be on standards supporting interoperability of Smart electric Grid technology and appropriate extensions to include automated gas, water and other metering systems and interfaces with home and building automation systems that are dependent on the same Smart electric Grid information and communications infrastructure.
    • Identified lead contacts that to review the JTC 1 SC and WG programmes of work (PoW) and develop inventories of existing work relevant to smart grids.
  • June 2010:  Third meeting of the JTC 1 SWG on Smart Grid held by teleconference
    • Agreed to focus on interoperability layered categories 1 through 7 (Basic Connectivity through Business Objectives) as detailed in the GridWise Architecture Council Stack (see http://www.gridwiseac.org/pdfs/interopframework_v1_1.pdf – page 23 Figure 5: Interoperability Layered Categories).
    • Reviewed reports on JTC 1 SC and WG programmes of work (PoW) to develop inventory of existing work relevant to smart grids.
    • Approved liaison requests for JTC 1 consideration.
  • October 2010:  Fourth meeting of the JTC 1 SWG on Smart Grid held by teleconference
    • Reviewed SWG on Smart Grid report to the November 2010 JTC 1 Plenary in Belfast, United Kingdom.

2011

  • May 2011:  Fifth meeting of the JTC 1 SWG on Smart Grid held by teleconference
    • Agreed that the inventory of JTC 1 SC and WG PoWs was mostly completed.  The outstanding reports should be submitted for consideration at the next teleconference.  It was agreed that the information would need to be expanded from what was captured in the current table format. The participants agreed that the IEC SMB SG 3 format would be used for the new inventory which would also permit the SWG’s information to be easily submitted through the IEC SMB SG 3 portal. It was also agreed that the information would be transferred into a new format that would capture summary information on specific standards or projects relevant to smart grid.  It was further agreed that the lead SWG-Smart Grid contacts would conduct a quick reassessment for their assigned committees and provide updates for consideration at the next meeting.  This inventory activity will be completed by August 2011.
    • Agreed that the SWG on Smart Grid report to the JTC 1 would include an executive summary/white paper detailing the importance of JTC 1’s work to the smart grid space.
    • Agreed that the main part of the SWG report to JTC 1 would consist of the identification of gaps that should be addressed by JTC 1 and recommendations for the development of JTC 1’s smart grid strategic plan.  An initial pass at the structure for this session of the report will be conducted during the next teleconference at which time assignments will be made for the development of the actual text.  It is possible that SC and WG leaders may be invited to participate on a teleconference to address questions and assist in developing strategy statements for the SWG report to JTC 1.  The overall strategy statement would be developed in the next two or three meetings.
